Require all social bills that are designed to help a group due to society injustice to have the statistics that are used to justify the bill as well as measurement criteria used to render the bill obsolete when the situation is corrected. The bill should require annual review and public measures to ensure the bill is working as needed and doesn’t hurt other groups in the process.
