Create new identification card on driver’s license restricting the sale of alcohol or cannibis products to subjects with prior arrests or psychotic episodes under the influence of these illicit drugs. This will include Driving Under Influence (DUI). Merchants must check diver’s license or ID card prior to selling qualified individuals alcohol or cannibis. If the individual has a mark on their driver’s license noting prior arrest while intoxicated or history of psychosis while intoxicated then the merchant cannot sell the product to the unqualified individual. This law would restrict access of these potentially destructive drugs to individuals who are unable to function safely as a result of their use and put their lives or the lives of others in danger. The law would impose severe fines or removing the sales license to merchants who are in violation and not punish the addict.
