Require all federal agencies that develop or use standards to follow the NTTAA . Revise Circular A-119 to remove the loophole the agencies use to say they do not have to follow it. Stop allowing agencies to write regulation through the notification process. Establish that guidance is not only not enforceable but all federal guidance documents should also be created through a
Consensus process. Establish that government consensus may never consist of more than 51% of any consensus voting process and that each agency may only have one vote. Absolutely ensure that federal agencies are never able to write and approve their own regulatory standards; this must be done by consensus of all stakeholders- see ANSI for how this process should work.
