Recommend mandating both house and senate implement a minimum review time period for any piece of legislation, where a said piece of legislation will be give to every members offices, and that bill can not be called to be voted on for a minimum of 1 hour for every page in the entirety of the document, time can not start till a normal Business hour for said camber, but will continue 24/7 till minimum time is achieved
