Policy:
Inform the public of all the influences that sunlight has on humans. Especially when received through the eyes. And encourage people to hold as many meetings outdoors as they can, even in cloudy weather. Sunlight influences ability to learn, memory/recall, ability to communicate your point and to interpret what the other parties are communicating to you. It influences communication across all parties on sending and receiving sides. That means that meetings that take place under sunlight will have outcomes where people are more able to hear one another.
Sunlight influences hormones, neurotransmitter signalling, blood sugar levels, metabolism and a lot more. Some of those effects are stopped by window glass or the insulation gasses in the window glass, for example some of the infrared rays and the UV rays needed to create among others the vitamin D effect in the skin.
Having the meetings outdoors. Even in cloudy weather. Would ensure that people are more able to hear one another and that they have meetings and agreements with better outcomes for all parties.
The policy I suggest. Is to make the public aware of this through information campaigns. To promote a higher level of integrity in America. And to ensure that people are able to reach agreements on all levels of society better. In families, in counties/municipalities, in companies, at state level and at federal level.
