Establish a 20-year retirement for GS personnel which would be the same as the military. SES personnel could stay for 30 years. I was a Federal Contactor for 29 years and saw long term GS personnel going through the motions. Once they obtain the rank of GS-12 or 13, their interest in their job diminishes. OPM is a joke. I performed GS-13 duties on a daily basis, and due to me not “knowing” someone I was never considered for a GS position.
