No spoken or written word, including digital communication, that takes place in either the Senate or House of Representatives shall be classified or otherwise concealed from the American public. This includes secret ballots, conversations with AIPAC or any such foreign entities, and deals made between elected officials resulting in a vote being cast differently than it otherwise would have.
