In order to get the Federal budget under control and disperse power back to the states (and the people), Congress should pass legislation that block grants programs to the states and/or lets states take on the function of a program entirely and receive their portion of the program budget. For instance, if NY decides that it can perform the functions of the SNAP program by itself, then it can reclaim its portion of the SNAP budget (determined by share of federal taxes paid by NY residents, or a similar formula) and run the program in NY. As a kicker, the legislation should have a “gainshare” provision, whereby if NY runs the program for say $1B less than the budget it receives from DC, it gets to keep half the savings (in this case $500M), and the other half goes to deficit reduction. This legislation will incentivize all states, including blue ones, to help make government more efficient and less costly. A win-win-win!
