We should definitely be paying for success rather than failure. It seems every policy politicians have passed for every agency created depends on “we the people” failing so that we need that agency, AND the agencies failing to meet those needs in order to get funding for the next year. So, quotas have been set up to estimate the number of people that fall short in some way and need government for some reason (child welfare, police, homeless assistance, food, medical, child care, etc). Then, to get more funding the agencies have to report failure. Every year’s congressional reports show these failures. Agencies always claim the reason they fail is that they need more money and more workers. And guess where most of this money comes from. The social security fund.
