I take a slightly different approach, no balanced budget by the start of the fiscal year, pay cut for the entire fiscal year (and strict measures to keep them from undoing the pay cut). See my detailed post:

I agree - And I’ve suggested before that it should be approached this way: Congress shall pass a balanced budget for the new fiscal year no later than 60 days prior to the end of the current fiscal year (this gives them time to deal with a potential Presidential Veto before the penalties kick in). If Congress fails to pass a balanced budget for the entire fiscal year by the start of the fiscal year, their pay will be cut by 25% for the entire fiscal year. This should override the 27th Amendme…
